 Profile

Dennis J. Fischer joined VISA U.S.A.'s Sales and Integrated Solutions division as a Vice President on April 3, 2000.  VISA is the world leader in payment card services and, through their member banks, VISA provides travel, purchase and fleet card services to Federal agencies. He has responsibility for Visa's various commercial programs for the Federal Government through the GSA SmartPay contract.    In addition, Dennis will work to advance acceptance of payment cards by Federal agencies, deployment of advanced and emerging payment technologies such as smart cards, and address e-commerce applications.

Mr. Fischer served as the Commissioner of the Federal Technology Service (FTS), General Services Administration (GSA), from November 1997 to April 2000.  He was the Chief Executive Officer for over $4.5 billion a year in information technology and telecommunications support to Federal government agencies.  The Federal Technology Service offers voice, data and video services and information technology solutions including advanced technology, risk analysis, security support, office automation and network design.  In his tenure, FTS business grew from $2.7 billion to $4.5 billion, a 67% increase. 

Mr. Fischer served as the first Chief Financial Officer (CFO) of GSA from 1992 to 1997.  Mr. Fischer directed GSA’s financial and budgetary policy and operations.  He also had agency-wide responsibility for executive information systems and the Agency's Strategic and Performance planning processes.

Prior to his GSA appointment, Mr. Fischer served as the Deputy Assistant Secretary, Finance and Deputy CFO with the U.S. Department of Health and Human Services between 1986-1992.  There he was responsible for all financial and accounting policy and systems development for the Department as well as for operations of its grants payment system.  He also directed the government-wide indirect cost rate negotiation functions for state agencies, colleges, universities and larger local governments.

 Between 1984 and 1986, Mr. Fischer served as the Associate Director for Policy and Management, United States Mint, within the U. S. Treasury Department.  He was responsible for all management and policy functions, including budget, accounting, personnel, management analysis, procurement and IRM.

In 1970, Mr. Fischer began his public civil service career with the U. S. Department of Health, Education and Welfare.  He served in various financial management positions and rose steadily through the ranks to the positions of Financial Management Officer and then Executive Officer for the Health Care Financing Administration of the Department of Health and Human Services. 

Mr. Fischer has served in numerous Federal government-wide management roles. He served on the Government Information Technology Services Board.  He was elected as the first secretary/treasurer of the Federal CFO Council in May 1994 and in 1996 was named to the General Accounting Office Governmental Auditing Standards Advisory Council. Twice he was the representative for all departments on the Joint Financial Management Improvement Program (JFMIP) Steering Committee.  He represented all civilian agencies on the Cost Accounting Standards Board.

Mr. Fischer received his Bachelor's Degree in mathematics from Vanderbilt University in 1961.  In 1969, he received his Master's Degree in Financial Management from George Washington University.
