Dr. West formed TECHNOLOGIES,
Incorporated in 1995, a Virginia corporation established to provide
new technology business applications and consulting services to
business and government enterprises. Dr. West is also a Founding
Partner of Global Solutions Network, Inc. a government services
firm. He is also a Director, International Institute of Business
Technologies; a member of the Caelum and Deus Corporation’s Advisory
Boards of Directors; a member of the Plaza Association Board of
Directors; a member of the Association of the United States Army
Advisory Board of Directors; and, a current member of the Army
Science Board.
Dr. West retired from the federal
Senior Executive Service in April of 1988 after 26 years of service
in financial management, defense business management, education and
training systems, weapon systems cost and economic analyses,
non-appropriated and appropriated fund management and manpower
management positions. His career professional positions included
research positions, an Adjunct Professor at the George Washington
University and managerial positions in the Army and Navy. He was
appointed as the Deputy Comptroller of the Army in 1984 and served
as the Army's Deputy Director for Manpower Programs and Budget. He
also served as the Navy's Director of Strategic Human Resource
Planning; the Deputy Director of the Navy's Work Study Program; the
Deputy Assistant CNO for Civilian Manpower Planning; and, a Research
Director for the Navy's Ship Manning Documentation Program.
During the period 1980 to 1988,
Dr. West served in competitive and appointed Senior Executive
Service positions on the Army Staff and on the staff of the Office
of the Secretary of the Army. He was responsible for managing
appropriations supporting the readiness of the military and civilian
personnel of the Army, supporting and managing capital investments
for new business-based investments in Army installations and weapons
systems, developing productivity enhancing capital investments to
support the Department of Defense REFORM 88 Presidential investment
initiatives and introducing new financial and manpower management
technologies to improve the readiness of the deployed Army in
Europe, Korea and the Southern Command. During this period, Dr. West
was recognized for his contributions by the President of the United
States, the Secretary of Defense, the Secretary of the Army, the
Chief of Staff of the Army and other related Academic distinguished
and honorary awards.
During the period 1963 to 1980 Dr.
West served in research, technical and managerial positions in the
Office of the Chief of Naval Operations. He was accorded
distinguished recognition by the Chief of Naval Operations and the
Secretary of the Navy for work involved in the development of new
manpower management systems capable of relating Navy manpower
resources to fleet and aviation operational readiness capabilities
of naval forces.
