S U M M A R Y
 Irvin E. Faunce, Jr. is the
President of Financial Management
Services, Inc. FMSI is a
financial
management-consulting firm supporting Federal Government
Agency’s and vendors implementation of JFMIP Certified
Core Accounting Systems. FMSI was established in 1997 and
has, since inception, supported Core Accounting Systems at
the United States Marshals Service, Department of the
Treasury, Financial Management Services, and the United
States Agency for International Development. FMSI also
provides technical support and business development
services to Federal Government system integrators and
JFMIP certified Core Accounting System vendors, including:
ACS, Oracle, Orion Microsystems, Inc. and Savantage
Financial Services, Inc.
Before starting FMSI, Mr. Faunce was
Vice President of the Financial Systems Division of
Computer Data Systems, Inc., who was acquired by
Affiliated Computer Services, Inc. While with CDSI, Mr.
Faunce was responsible for the implementation of the FARS
and i.e.FARS Federal Government Core Financial Systems and
CDSI’s Debt Management and Collection System, DMCS.
Mr. Faunce managed the
implementation of FARS and i.e.FARS at the Department of
the Treasury, Bureau of the Public Debt, Pension Benefit
Guaranty Corporation, Department of Commerce, Public
Health Services, Export Import Bank of the United States,
United States Marshals Services, and the Interstate
Conference of Employment Security Agencies (a consortium
of 26 State Employment Security Agencies supporting the
Federal Unemployment Trust Fund program). In addition,
Mr. Faunce managed the implementation of DMCS at the
Department of the Navy, New York Higher Education Services
Corporation (Education Guaranteed Student Loan agency) and
the Public Health Service.
Prior to joining Computer Data
Systems, Inc. in 1984, the Department of the Treasury,
Financial Management Service (FMS), employed Mr. Faunce
for 22 years. During his career at the FMS, Mr. Faunce
entered as a Fiscal Accountant Trainee and was appointed
to the position of Deputy Commissioner of the Service by
Secretary G. William Miller on October 23, 1980. While
with FMS he held both operating and staff positions. He
worked in all operating functions of the FMS
Governmentwide Accounting System, Regional Disbursing
System (accounting operation), and Government Accounting
System Staff.
As the Director of the Government
Accounting Systems Staff, he was responsible for the
development and implementation of the following major
disbursement, collection and accounting projects:
Treasury Financial Communication System (TFCS), Simplified
Intergovernmental Billing and Collection System (SIBAC),
Treasury Lockbox, Revaluation and Sale of Gold, IMF
Special Drawing Rights and Special Drawing Right
Certificate accounting, Treasury accounting and investment
of the Medicare Trust Funds, Consolidated Financial
Statements, Off-Budget accounting, Federal Finance Bank,
and the Presidents Commission of Budget Concepts
reclassification of the Administrative and Trust Fund
Budgets to the Unified Budget Concept.
Mr. Faunce is a 1962 graduate of the
University of Maryland with a Bachelors of Science degree
in Accounting and was a member of the Maryland Football
Team. He has been a member of the Government
Accountants Association since 1968, is a Certified
Government Financial Manager (CGFM) and is on the Advisory
Board of the Salvation Army. He was awarded the
Association of Government Accountants Outstanding
Financial Management Achievement Award for the
Implementation of the Treasury Financial Communication
System - Federal Reserve FEDWIRE Electronic Fund Transfer
System.
Mr. Faunce is married to the former
Sandra Jean Dillard, has two sons, Glenn and Craig and two
grandchildren, Madeline and David. In 1960 he received an
Honorable Discharge from the United States Marine Corp
Reserve. |
