41 years
experience with Department of Defense (DOD) financial management
practices, to include 21 years experience in the Office of the OSD
Comptroller culminating as Director of Plans and Systems, Program
Budget, 3 years experience as the Comptroller, Defense Information
Services Agency (DISA), followed by 4 years as the Air Force Deputy
Budget Officer, and 4 years experience as and Principal Deputy
Assistant Secretary of the Air Force for Financial Management. Mr.
Beach was promoted to the SES in April 1979, and has served as
National President of the American Society of Military Comptrollers
(ASMC).
John Beach
retired from the US Air Force (USAF) in October 1997 with 32 years
federal government service. His last civilian government position
was as the Principal Deputy Assistant Secretary, Financial
Management. He held this position from June 1992 until October
1997. From 1993 to 1994, he also served in the dual role as
Principal and acting Assistant Secretary of the Air Force, Financial
Management during transition between Administrations.
Since then have
worked continuously the past 9 years, principally as a self-employed
financial consultant to several DOD components, and produced
several detailed business case studies and financial analyses; also
specialized in DOD accounting systems and budget formulation and
execution procedures and further specialized in applications dealing
with the transformation of business practices through information
technology, and deployment of knowledge based, and information
analyses for policy makers.
QUALIFICATIONS
Consultant:
1997 to Present
Currently
consulting with a management team at the Missile Defense Agency on
the effective use of information technology for strategic investment
in various missile defense investment options to evaluate cost,
schedule, and performance information. This is a relatively new
Agency construct; therefore, my emphasis is on how this organization
can create, acquire, interpret, information that may help their
decision-making process; also have written “White Papers” covering
subjects such as new approaches to the DOD PPBE system.
Gained 4 years
consulting experience as senior financial advisor to Principal
Deputy Assistant Secretary PDAS (Acquisition and Management), Air
Force Secretariat on acquisition initiatives to include Commercial
Application of Military Airlift Aircraft (CAMAA), the KC-767 Multi-
Year Lease Program, and developing financial evaluations for DOD
Public/Private Depot maintenance competitions. Served on the CAMAA
financial advisory committee, prepared proposals on alternative
strategies abut how the Air Force could achieve real economies of
scale through joint public/private investment in C-17 aircraft; and
conducted business case analyses on the economic feasibility of a
commercial C-17 enterprise.
In the Spring of
2001 served on the Secretary of Defense Commission for Acquisition
Reform. Also, I have prepared analyses and evaluations of proposal
by US Air carrier before the Air Transportation Stabilization Board
(ATSB) for federal loans guarantees using financial statement
modeling to include balance sheet analyses, pro-forma income
statement determinations, and cash flow analyses.
U.S.
Government: 1966 to 1997
Mr. Beach
started federal service as a presidential intern on assignment in
the Office of the Secretary of Defense from 1965 to 1966. Subsequent
to that he served from 1966 to 1986 in the Office of the Assistant
Secretary of Defense, Comptroller, in several capacities progressing
from speechwriter, senior economist, budget director, and fiscal
advisor to senior level appointees. He was appointed to the Senior
Executive Service in 1979.
From 1979 to
1986 served in senior civilian budget position in the Office of the
Assistant Secretary of Defense (Comptroller) holding progressively
more challenging positions. Co-authored “The Economics of Defense
Spending,” This book was instrumental in stimulating thinking and
influencing decisions that led to reversing the long downward trend
in defense budgets following the Vietnam War. For several years,
was director of the budget policy oversight office dealing with DOD
budget presentation, formulation and execution, as well as related
legislative and military funding issues.
Served as the
Deputy Director (Resources, Comptroller) for the Defense
Communications Agency (DCA), now DISA from 1986 to 1988 with
responsibility for all aspects of budget and contracting. Designed
and set in place a new budget decision process to give DCA a much
stronger hand in competing for limited defense funds at the DOD
level.
Performed as
Deputy for Budget in the Office of the Deputy Assistant Secretary
(Budget), Assistant Secretary of the Air Force (Financial Management
and Comptroller), from 1988 to 1992, directed several facets of a
$70 billion Air Force budget during a period of major change.
Developed several special analyses, wrote overall budget policy, and
prepared congressional testimony. His principal responsibility as
Deputy for Air Force Budget was to direct and advise on budget
formulation, justification, presentation, and execution.
Was Principal
Deputy Assistant Secretary of the Air Force, Financial Management,
from 1992 to 1997. From 1993 to 1994 served as the Acting Assistant
Secretary of the Air Force (Financial Management and Comptroller).
Managed Air Force headquarters staff of about three hundred military
and civilian employees, represented a worldwide Air Force financial
community of about five thousand people supporting our operating
forces in the field. Appointed co-chair for the Air Force Source
Selection Advisory Council (SSAC) for depot privatization.
Mr. Beach holds
the Department of Defense Distinguished Civilian Service Award,
Secretary of Defense Meritorious Civilian Service Medal, the
Secretary of Defense, Bronze Palms, and the Secretary of the Air
Force Exceptional Service award.
