I
developed, coordinated, and implemented business strategies to
exploit IT to deliver secure online services. As the project
manager, I set Federal financial management (FM) system standards
and work with agencies and shared service providers to reduce
risks and enhance service levels. The FM process and data
standards eliminated unnecessary variation that drove up costs and
risks. I coordinated teams, set work plans with executives
including the PMA E-Government efforts, and built standards,
metrics, repeatable methods & testing. I built business driven
architectures for Federal IT investments and performance. I
oversaw a cross-agency effort and co-chaired the executive group
to plan large IT infrastructure consolidation and optimization
efforts. I developed guidance, implementation strategies, and
compliant services for efforts including HSPD-12 for
secure/reliable identification, accessible IT and Internet
Protocol Version 6 (IPv6). The shared services acquisition for
HSPD-12 drove the price to 1/6th the cost of go-it-alone agencies
and attracted 70 agencies to use these services. With a team, I
built a policy framework for federated identity management. I
facilitated CXO cooperation through the operation of Federal CIO,
CFO, CAO Councils and managed their funds.

Developed
strategy, assessed business benefits, and established
implementation plans for Electronic Commerce (EC) efforts. I led
the development and implementation of efforts including
FedBizOpps.gov, a single point of entry where firms to obtain
information on contract opportunities. FedBizOpps was the first
successful government-wide EC site to rolled out on time,
including training for 2000 locations. Usage increased from 50 K
uses per month to 3 million in six months. I leveraged this for
Grants community and delivered a system at a fraction of the
projected cost. Bringing together senior officials, I built a
policy framework with OMB and helped agencies find and use proven
EC solutions to spread adoption. My team and I refined practices
for electronic interchange, electronic benefits transfer,
electronic catalogs, and smart cards technologies to conduct
business more efficiently. I co-chaired the Federal EC Program
with DoD to coordinate efforts and report progress across the
Federal government.

systems integration and improving performance. I developed new
programs to meet industry needs and served as a technical advisor
for e-commerce/supply chain interactions, control systems, and
engineering environments.

Technology

Worked with
industry to set engineering and management standards, establish
test methods and promote standards as a successful strategy for
achieving interoperable solutions. Managed the an international
standards body, ISO TC 184/SC4. I introduced streamlined methods
and electronic processes, coordinated working groups and served as
the editor for engineering standards known as STEP to achieve
interchange and translation among CAD/CAM and PDM systems. I was
also the data integration project lead for the Automated
Manufacturing Research Facility (AMRF), designing the distributed
data and messaging structures to allow for both integrated and
independent operations of manufacturing processes. I formed
lasting collaborations with industry associations, test
facilities, research groups and industry. I also led the
development of open source libraries and reference implementations
for emerging STEP and Object Management Group specifications.
