U.S. Department of Labor

1983 to 2002  Chief, Division of Planning and Internal  Control/Director, Office of Financial Policy and Systems, Office of the Chief Financial  Officer

Primary responsibilities included:

  • Providing direct assistance to the Chief Financial Officer in the oversight of financial systems and operations throughout the Department of Labor;

  • Developing and maintaining an integrated departmental accounting, payroll and financial management system to support the budget and other financial processes of the Department;

  • Monitoring and directing the financial execution of the budget of the Department and its component agencies in relation to actual obligations and expenditures, and the submission of financial performance reports to the Secretary of Labor. Reviewing agency allotments and related operating budget plans.

  • Developing and issuing the Department's annual CFO Report and Five Year Plan on the status of financial management in the Department of Labor;

  • Issuing guidelines for establishing effective management controls and issuing the Secretary of Labor's Annual Report to the President and Congress on the adequacy of management controls and financial systems throughout the Department;

  • Compiling and issuing the Secretary's Semiannual Report to Congress on audit resolution activities of the Department;

  • Developing policies and promoting effective programs for the management of:

    • cash flows totaling $60 billion annually;

    • a debt management portfolio covering $300 million in accounts receivable;

    • financial management systems improvements including central accounting and payroll systems;

    • a travel budget of $50 million.

  • Served as Acting Deputy Chief Financial Officer in 1995 and 1996.

Supervisor 1983-1995: William R. Reise, Comptroller for the Department, later Deputy Chief Financial Officer of the Department. 

1978 to 1983:  Deputy Director, Office of Budget, U.S. Department of Labor

Primary responsibilities and accomplishments included:

  • Issuing policy guidance and instructions on preparing Departmental budgets for internal decision-making, the Secretary of Labor, the Office of Management and Budget, and the Congress;

  • Reviewing and analyzing Agency budget requests to the Department and issuing analyses to the Secretary of Labor;

  • Reviewing, analyzing, consolidating and packaging the budget submissions of the agencies of the Department for technical accuracy and policy conformance;

  • Coordinating information developed in support of budget requests to the OMB and to the Congress;

  • Preparing lead DOL representatives for press briefings and congressional hearings on the budget;

  • Developing instructions and related systems for budget execution, fund control and employment ceiling controls throughout the Department; and

  • Reviewing financial results for consistency with budget plans and reporting on the financial health of the Department to the Secretary of Labor.

  • Received Special Achievement Award for Innovation in developing automated budget systems and employment control techniques.

  • Served as Acting Budget Officer for the Department in 1992 and 1993.

Office of Management and Budget

1973 to 1978:  Program Analyst, Budget Review Division, Budget Preparation Branch

Responsibilities and accomplishments included:

  • Compiling summary budget tables and analyses for the annual Budget of the United States Government and maintaining budget classification systems for the development of the Budget;

  • Issuing instructions and guidelines for the implementation of Budget Legislation enacted by the Congress (Congressional Budget and Impoundment Control Act of 1974) including instructions in OMB Circular No. A-34, Budget Execution;

  • Preparing an issue paper approved by President Ford for the implementation of Long Range Budget Planning in the Executive Branch of the Federal Government; Issuing related  budget formulation instructions to OMB program divisions;

  • Establishing the initial data exchanges with the Legislative Branch/ Congressional Budget Office for the comparison of Executive and Legislative Budgets under the Congressional Budget Act. Conducting analyses of program/policy differences between those budgets for senior OMB officials

Supervisor: Phillip R. Dame, Chief Budget Preparation Branch, Office of Management and Budget.

District of Columbia Government

1971 to 1973:  Program Analyst, Mayor's Office of Budget and Program Analysis, 

Responsibilities and Accomplishments included:

  • Developing Program/Planning/Budgeting systems within the District of Columbia Government for the Office of the Mayor;

  • Implementing an automated Long Range Budgeting model for the forecasting of D.C. Government Expenditures (This work won an award for innovation in the mid 70's from the National Association of State Budget Officers).

  • Conducting Issue analyses of key budgetary issues related to program effectiveness and long term cost increases for submission by the Mayor to the D.C. City Council and the U.S. Congress.

Supervisor: Thomas Hoey

Peace Corps

1964 to 1970:  Associate Peace Corps Director, Lesotho, Southern Africa; Peace Corps Volunteer, Tanzania.

  • Supervising the selection, training and service of 70 Volunteers in the first Peace Corps program in Lesotho;

  • Acting as principal liaison with the Ministry of Interior for the operation of community development programs; and

  • Serving in Southwestern Tanzania in rural areas and game preserves building secondary feeder roads and bridges, and conducting land and game surveys.

Supervisor: David R. Sherwood.
