Senior Advisor, RGII Technologies, Inc. (Nov 2000 to Present)

Engineering, Analysis, and Managerial assignments have included:

  •  Senior advisor to TMI&S division of TRICARE Management Activity (TMA) for contract security (IA) provisions, and special analyses related to IT300 Exhibit, FISMA, HIPAA, Balanced Scorecard, BMMP, and acquisition.

  •  Quality Assurance support for Tri-Service Infrastructure Management Project Office (TIMPO) of TMA, involving architecture, information assurance, and configuration management documentation. Technical coordinator/editor for major deliverable two years in a row.

  • Senior Information Assurance Analyst for a Centers for Disease Control and Prevention (CDC) certification and accreditation (C&A) project - responsibilities included all phases of C&A from requirements traceability, client interviews, on-site inspections and testing, technical writing, security plan, risk assessment, risk management, quality assurance, and process review. In-depth work on EPI-X, VAERS, and VODS systems. Collaboration with prime contractor, SRA International.

  • Independent Cost Estimation for managed care support contracts for Information Management division of TMA, including use of automated software development estimation tools.

  • Team Leader for New DEERS (National Enrollment Database) roll-out and implementation support for TMA.

  • Project Manager/Analyst/Engineer for Department of Commerce, National Oceanic and Atmospheric Administration nationwide IT Inventory and Assessment project. Involved multiple on-site IT system surveys. Produced database and six technical products for CIO.

  • Team Leader for a U.S. Department of State (DoS) automated planning, programming, and budgeting system; Senior Analyst for DoS Statement of Net Cost automation project.

Adjunct Research Staff, Center for Naval Analyses Corp (May 1999 to Oct 2000)

Performed research study of staffing standards for U.S. Coast Guard.  On-site visits to selected U.S. Coast Guard Stations. Designed and managed a large-scale 100% survey and designed and implemented an MS Access database to hold the results. Extracted queries to perform advanced statistical studies on the data and wrote the final reports.

Consulting Associate, FOCUS Consulting, Inc. (June 1994 to May 1999)

Research, development, edit, production, and delivery of Program Management courseware for Department of Energy. Independent Cost estimator for major OSD(HA) program office. Facilitated NationsBank government bankcard rollout.  Implemented Computer-Aided Facilities management project at U.S. Army facility.  Completed coursework as ISO9000 lead auditor.

Technical Writer/Facilitator, Mindbank Consulting Group (July 1993 to June 1994)

WMATA/MISV Technical Writer for projects: employed knowledge of several Windows applications, network protocol and mainframe terminal emulation, and high-level program code resident in the mainframe library. Editor, writer, and facilitator for major rewrite of a 450-page IS Standards and Procedures handbook.  Covered management, programming, testing, production, LAN/WAN, management, and mainframe procedures.  Documented initial phase of Transit Police Incident-based Reporting System development.  Was cited for enhancing communications between IS programmers and users.  Produced comprehensive documentation tracking Account Department requirements and Management Information Services accomplishments.  Originated program description and user documentation, using screen capture, program code, flow charts, and user interviews.  Uncovered several procedural and programming problems.  Wrote Operations Tracking system (RTRACS) Procedures manual, originated current description and documentation for Personnel tracking and work history system, and documented expansion of portions of the system from Rail to Bus Transportation Division.

Independent Business Process Consultant (July 1992 to June 1993)

Developed plan of action/approach for TQM support of a major OASD(HA) program office. Developed–performed ADP, business process, technical/presentation writing, and instructional projects.  Served as executive editor of GMU/TPG newsletter, and as facilities management product marketing publications. ADP consulting services for Dept. of Justice (FBI) criminal vector project, including imaging analysis and conversion of law enforcement records using UNIX systems.

Senior Principal Analyst/Consultant, STR Corporation (1991 to 1992)

Designed and produced a software user’s manual. Formatted, edited, contributed to, and produced a decision maker’s booklet.  Participated in factory optimization study for PPG.  Served as milestone documentation analyst for OSD ballistic missile defense organization support team. Utilized both PC and Macintosh system tools.

Project Manager, BDM International (1989 to 1991)

Turned loss to profit as project manager of team of 40 consultants and business support specialists for developing/deploying Navy total-quality-process-improvement plans (NIIP).  Also, served as quality facilitator for U.S. Army Test & Evaluation Command Headquarters.

Department Head/Senior Analyst, Information Spectrum, Inc. (1986 to 1989)

Served as PC user group lead for Marine Shipping Command (MSC) while conducting shipping simulation development; Served as lead for conduct of a minesweeping resource study and Marketing Manager for IT initiatives.
